California’s Electronic Lien and Title system — ELT — modernizes how vehicle titles and liens are managed. Under the ELT system, the vehicle title is held electronically by DMV rather than as a physical paper document. When a lienholder finances a vehicle, the lien is recorded electronically, and the title is maintained in DMV’s electronic system. There is no paper title to lose, forge, or mishandle.
When the lien is satisfied — when the loan is paid off — the lienholder notifies DMV electronically, and the lien is released in the system. The owner can then request a paper title if they want one, or the title can remain electronic until the vehicle is transferred.
For dealers, the ELT system means that when you acquire a vehicle that has an electronic title, you’ll work with DMV’s electronic system to process the transfer rather than handling a physical title document. When you sell a vehicle and the buyer finances it, the new lienholder’s information is recorded electronically. This system reduces title fraud, reduces processing errors, and speeds up lien releases.
However, the ELT system also means you need to be comfortable working with DMV’s electronic systems. If you’re used to handling paper titles, the transition to electronic titles requires learning new processes and procedures.
